Leszek Mazur

Leszek Mazur – laywer, judge; Chairman of the National Council of the Judiciary of Poland.  Born on 12th July 1962 in Zawiercie. A graduate of the Faculty of Law at the University of Wrocław, where for one and a half years he worked as an assistant at the Department of Financial Law. After a full-time court apprenticeship, he passed the judge exam (1989). In the years 1990–1993 a trainee judge, and then a judge in the 3rd Criminal Department of the Częstochowa District Court; in the years 1994–2003 a judge and the President of the VIth Land and Mortgage Register Department of the District Court in Myszków.

In the years 2003–2004 he was delegated to adjudicate in the 1st Civil Department and the 6th Civil Appeal Department of the Regional Court in Częstochowa. As part of this secondment, he also adjudicated in the 1st Civil Department of the Court of Appeal in Katowice. Judicial inspector for land registers and business, as well as civil and family matters for 14 years. Since 2004, he has been adjudicating in the 6th Civil Appeal Division of the Regional Court in Częstochowa and in the 5th Economic Department, where he deals with civil, commercial and public procurement cases.

By resolution of the Sejm of the Republic of Poland of March 6, 2018, he was elected to the National Council of the Judiciary for a four-year term of office, which began on March 7, 2018. From April 27, 2018 he serves as the Chairman of the National Council of the Judiciary.

Foreign cases matters coordinator in the court for several years. In the years 1994-2010 a co-organiser of, among others, conference of the European Councils of the Judiciary in Warsaw under the auspices of the President of the Republic of Poland, study visits of judges from Ukraine, Belarus and Georgia as well as judges of the Court of Appeal in Katowice and the Higher Regional Court in Koblenz. He completed international internships in London (1994), Bonn and Mainz (1999), as well as a three-month internship in the Department of International Cooperation of the Ministry of Justice (2001).

Author of publications in the field of financial law, taxes and joint and forced mortgage, including articles important for judicial practice, in which he used his experience of working in the Land and Mortgage Register Department created after the liquidation of State Notary Offices.
